Professional Background

Head of Legal Department; responsible for the legal correctness of all procurement procedures executed by BBG as well as for analysis of current and draft public procurement law.

Wolfgang has more than 20 years of experience in the field of public procurement at the Ministry of Economic Affairs and the Austrian Central Purchasing Body (BBG). Professional experience as head of senate at the Austrian Review Body and member of the Federal Administrative Court. Project leader in several EU funded public procurement twinning projects and expert in TAIEX missions.

He provided acts as lecture for BBG’s in-house training program and a few external academies as well as at the Federal Academy of Public Administration and presented the Austrian Public Procurement System to experts from over 20 countries.

 

Educational Background

Wolfgang is a certified facility manager and graduated at the University of Vienna

Professional Background

Member of Legal Department; responsible for the legal correctness of all procurement procedures executed by BBG as well as for analysis of current and draft public procurement law.

Klaus has more than 15 years of experience in the field of public procurement at the Computer Center of the Municipial Government of the City of Vienna (years as head of the purchasing department and the Austrian Central Purchasing Body (BBG). Professional experience as member of several procurement projects. Project member in EU projects and EU promoted and sponsored projects.

Lecturer for BBG’s in-house training program for new and experienced employees as well and external seminars for experts.

Educational Background

Klaus is certified in several procurement courses and advanced trainings and graduated at the University of Vienna.

Overall Objectives of the Module


After completing the module, the participants will be able to:

  • interpret the fundamental principles of the relevant directives for public procurement such as prohibition against discrimination on grounds of nationality; free movement of goods and freedom to provide services
  • describe the general principles of law as equality of treatment, transparency, mutual recognition and proportionality
  • design tender documents in line with the principles of the EU directives
