Dr Albano joined Consip in 2005, and soon afterwards when he was appointed Head of Research. After serving from 2018 until February 2021 as Head of the Division “The Program for National Centralized Procurement”, in March 2021 he was appointed Head of a newly created Division – Procurement models, competition, and markets – which oversees the economic and sustainability assessment of Consip’s procurement strategies as well as the company’s standards of procurement documents.

He is the co-author of The Law and Economics of Framework Agreements – Designing Flexible Solutions for Public Procurement (Cambridge University Press, 2016).
